easement should be sufficient in this case. The easement should be to the benefit of any lots
which drain to it. It looks like lots 1 and 3 should be included. The easement should also state
emphatically who is responsible for maintenance of the facility and what access rights are
granted.
f. Can ownership of the area around the infiltration trench be switched from Lot 6 to Lot 1? It
would be preferable to have the facility owned by a property which actually derives a benefit
from it.Then the easement would only need to be granted to one other property owner.
g. What is the purpose of Channel 1 in the lawn and roof infiltration facility calculations? It is
unclear what this represents.
h. The permeable pavement calculations include a 1 foot depth for the "second layer." However,
the plans use the standard plan which calls for 6 inches of rock below the pavement. Please
revise one or the other sot that they are consistent.
i. Trench dams are required beneath permeable pavement installations which exceed 2%slope (as
noted in the included standard plan 430.) Please show in the plans how this will be addressed
for the driveways.
j. Show the proposed 6" topsoil berms in plan view as well as the landscaping infiltration trench
detail to ensure that these elements are placed correctly and identified during construction and
ongoing inspections.
k. Stormwater facility maintenance covenants should be recorded for lots 1 and 2 prior to final plat
approval.
I. The maintenance and operation information for the stormwater facilities must be provided in a
separate document entitled "Maintenance and Operations Manual", and must include a first
page indicating the party responsible for maintenance and operation. In addition, the following
language shall also be included in both the M&O manual and the drainage report:
A copy of the maintenance and operations manual shall be retained on-site or within
reasonable access to the site and shall be transferred with the property to any new owner.
A log of maintenance activities that indicate what actions were taken shall be kept and be
available for inspection by the City of Everett upon request.
m. Some of the sheets included in the O&M information at the end of the report did not copy
correctly.
n. The final plat shall include a prominent note identifying the following requirements for the
individual lots:
i. Maximum impervious area per lot.
ii. All driveways shall be constructed of permeable paving material in accordance with City
of Everett Standard Plans or alternate permeable paving materials approved by the City
of Everett Public Works Department.
iii. Required roof drain infiltration system dimensions and a requirement to route all roof
runoff to the infiltration trench
iv. A note that any revisions will require COE Public Works review and may necessitate
additional stormwater control measures
v. The need to record a stormwater facility maintenance agreement for the proposed
facilities.
4. The comments below were generated from this project's Planning Reviewer.
