Washington State has an overarching STOP Grant goal of increasing the safety of youth and adults by <br /> supporting communities in developing comprehensive and collaborative strategies to address domestic <br /> violence,sexual assault, dating violence, and/or stalking;and to prioritize the needs and safety of victims <br /> while holding offenders accountable for their crimes. <br /> Award Requirements <br /> Applicant, and recipients at any level if an award is made, are bound by statutes,federal and state regulations;the <br /> provisions of this application;the Violence Against Women Act(VAWA) and subsequent legislation;the U.S. <br /> Department of Justice Grants Financial Guide DOJ Grants Financial Guide, including updates; and any conditions of <br /> the grantee's award.Grants and subgrants supported through the STOP Grant Program must meet one or more of the <br /> statutory purpose areas,which can be found at 34 U.S.C. § 10441(b). <br /> Application Budget <br /> The budget for this grant application must correspond to the amount provided by your grant manager. Goods and <br /> services must be proportionate to the grant-funded staff activities and must be direct project costs. Based on prior <br /> years of spending,some grantees may not be given the entire allocation without justification and negotiation with <br /> your grant manager.OCVA has the discretion to negotiate any changes to the scope of work and budget. Round <br /> budget numbers to the nearest dollar. <br /> Coordinated Community Response(CCR)Team Participation <br /> A condition of receiving these funds is mandatory and meaningful participation in the local Coordinated Community <br /> Response team meetings or tribal Coordinated Community Response team meetings,which must meet at least <br /> quarterly during the grant period. These meetings may be held in person,virtually,or via conference call.The intent <br /> is to collaborate on victim safety while addressing offender accountability. A note-taker should keep a record of who <br /> participated, date of meeting, and topics discussed. <br /> Digital Signature <br /> Applicants may use an electronic signature for award acceptance so long as your policies and procedures authorize it. <br /> Any of the electronic signature processes available in Adobe Acrobat Reader, or similar software, are generally <br /> acceptable. Please use one of the electronic signature processes or print and sign.A typed name only will not be <br /> accepted as an approved signature. <br /> Direct Costs <br /> Expenditures that can be traced to specific project costs must be included in salaries, benefits, subgrantees, <br /> contracted services and/or goods and services.This includes supervision and financial staff working on the STOP <br /> Grant.Costs incurred for common or joint objectives and therefore cannot be readily and specifically identified <br /> with a particular project or activity cannot be included as direct costs. <br /> Equal Employment Opportunity Program <br /> Funding for the STOP Formula Grant Program is subject to the Equal Employment Opportunity Program requirements. <br /> If you have questions regarding the Equal Employment Opportunity Program requirements, please visit the DOJ Office <br /> for Civil Rights website at www.oip.gov/about/ocr/eeop for more information. Your grant document will include the <br /> Certification Form for Compliance with the Equal Employment Opportunity Program Requirements. <br /> Match Required for Criminal Justice Agencies <br /> There is a 25%match requirement for criminal justice agencies imposed on grant funds under this program. <br /> Non-Supplanting of State and Local Funds <br /> Federal funds must be used to supplement and enhance existing funds for program activities and may not replace <br /> (supplant) nonfederal funds that they have appropriated for the same purpose.
