the upstream and downstream collection system functions without sanitary sewer overflows, while
achieving CSO compliance at SR07 and SR08 by the year 2027.
This amendment consists of detailed design and bidding period support services for Alternative 4, as
defined in Technical Memorandum, Task 270—Alternatives Development and Analysis, prepared by
Jacobs (Consultant) in January 2022.The Project will generally consist of:
• A new 1.8 million gallon (MG) underground cast-in-place CSO storage tank, with associated new
electrical, instrumentation & controls, mechanical, and civil/structural work elements at the
City-owned property north of 36th Street and just south of the Everett Station Park and Ride Lot
B (parcel#29052900201200).
• Modifications to its existing combined sewer(CS) system to include:
o Modifications to the existing 36th Street regulator structure that would provide a means
for diverting combined sewer flows to the new CSO tank.
o Modifications to the existing Pacific Regulator that would provide a means for diverting
combined sewer flows to a new approximately 48-inch diameter pipe along Pacific Ave.
• Installation of approximately 1,000 LF of sewer pipe along Pacific Avenue to increase sewer
capacity(install new parallel pipe or replace and upsize existing pipe).
2. ASSUMPTIONS FOR AMENDMENT NO. 1
This scope of work is based on the following assumptions:
• This project includes a comprehensive detailed design effort; however, for bid assistance, the
Consultant will have a minor supporting role only.
• Budget for the project scope for detailed design through bidding is based on a project schedule
of 20 months, commencing with notice-to-proceed in November 2022. Bidding period support
services is subject to the level of effort requested by the City and budget allocated.
• Deliverables will be in electronic format, with exception of bid set documents.
• Meetings will be held virtually.
• The Consultant may shift budget between work tasks in order to adjust for differences in scope
or level of effort—planned versus actual with approval of City's Project Manager. Consultant
will discuss any proposed budget adjustments with the City in advance.
• The City will provide certain documents including, but not limited to,the list in Section 3.
• The City's CAD Standards will be used.
• Design and Standard Specifications and Details shall utilize:
o City of Everett's Design and Construction Standards.
o The City's master specifications and applicable additional provisions to the Standard
Specifications.
o Consultant standard specifications in 2004 CSI format.
o Additional design references as may be furnished by the City such as examples from
previous projects.
• All City-supplied information/ references will be provided to the Consultant within two weeks of
Notice to Proceed on this Amendment.
April 2022 Page 2 of 35 Jacobs Engineering Group
