November 2, 2022 <br />5 <br /> <br />A contract was issued in the fall of 2021 to Matrix Consulting Group to perform a <br />comprehensive review of several areas of the Everett Police Department. <br /> <br />Matrix Consulting presented their final report on the police department’s <br />assessment study. The briefing included recommendations resulting from their <br />analysis in areas related to staffing and management, technology, community <br />engagement, and policy and complaint handling. <br /> <br />Discussion continued with Mr. Brady answering Council questions. <br /> <br />Mayor Franklin left the council meeting at 7:32 p.m. <br /> <br /> <br />PUBLIC HEARINGS AND BRIEFINGS: <br /> <br />President Stonecipher opened the public hearing regarding Council Bills 2211-44 <br />and 2211-45. <br /> <br />COUNCIL BILL 2211-44 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE levying the regular property for the City of Everett for <br />fiscal year commencing January 1, 2023, on all taxable property, both real <br />and personal, subject to taxation thereon. <br /> Presented by Finance Director Susy Haugen <br /> <br />COUNCIL BILL 2211-45 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE levying the EMS property tax for the City of Everett for <br />fiscal year commencing January 1, 2023, on all taxable property, both real <br />and personal, subject to taxation thereon. <br /> Presented by Finance Director Susy Haugen <br />
