The <br />programmed available funding for the preliminary and final design of this project is <br />$3,500,000. <br /> <br />Project summary statement: <br />Periodic sewer flooding and uncontrolled combined sewer overflows into the <br />Snohomish River occur in the sewer catchment areas served by outfalls SRO7 and SRO8 <br />and are influenced by heavy precipitation events. These events violate the City’s <br />National Pollutant Discharge Elimination System (NPDES) permit issued by the <br />Washington State Department of Ecology. <br />This Amendment No. 1 would authorize Jacobs Engineering Group, Inc. to advance <br />design of a combined sewer overflow storage tank and diversion pipe. The constructed <br />project will accomplish the following: <br />• In conjunction with the Sewer “O” Phase 2 project, seek to eliminate sewer <br />flooding within the SRO7 and SRO8 sewer catchment areas <br />• Help eliminate sewer flooding at the Summit Interceptor, especially at 36th and <br />Cedar Street and south of 34th Street and Cedar Street <br />• Help eliminate uncontrolled combined sewer overflow (CSO) discharges at SRO7 <br />and SRO8 into the Snohomish River, to comply with Department of Ecology’s <br />CSO control standard <br />Therefore, this project will help bring the City into compliance with its NPDES permit for <br />the SRO7 and SRO8 basins. Subsequent projects may be needed to fully control CSO <br />discharges at SRO7 and SRO8. <br />Recommendation (exact action requested of Council): <br /> <br />Authorize the Mayor to sign Amendment No. 1 with Jacobs Engineering Group, Inc. in <br />the amount of $2,491,914 (for total contract amount of $2,814,996) for performing <br />detailed design for the CSO Storage at 36th Street project (UP 3765) and time extension <br />of the PSA. <br />CA
