I will not be able to finish the review today due to previous commitments <br /> and I am off tomorrow so my full assessment will most likely not be done until Monday. <br /> Based on the history in the record it is my understanding that the basement cannot be grandfathered as occupiable <br /> space: <br /> -The building went through a land use and building permit process in 1988 to change the use from a tri-plex to a <br /> commercial office. <br /> -The three dwelling units were on the main and upper floors. <br /> -The only use shown in the basement was a few storage areas(not even the whole basement)and a%bath. <br /> -The basement was not occupiable or habitable space and was not considered to be office space in the submission. <br /> -The permits that established the office did not also create occupiable, habitable or office space in the basement. <br /> In order to change the basement into occupiable or habitable space there would be several changes required to include: <br /> -The ceiling height would need to be raised to meet the minimums in the IBC and IPMC-both would apply. <br /> -The building would then be over 3000 square feet which would trigger a fire alarm throughout the building. <br /> -Raising the ceiling height would also trigger additional parking by Planning. <br /> 3ILI . <br />
