" ''; ETT
urvices
RE: Plan Check Number B1909-028, RECHECK#1
Owner: Rockefeller Building LLC
Job Address: 3102 Rockefeller Avenue
Tony,
Thank you for your review comments. Please note our written responses for each item below:
1) As concluded in my previous email's,the basement is newly created habitable and occupiable space per IBC Definition
Section 202.IEBC Section 801.3 Exception 4 requires the basement to have a minimum of 7 feet of ceiling height. As the new
uses proposed are not offices but are spaces with intermittent use(conference and fitness room)I am not opposed to using
the similar provisions of IPMC Section 404.3 Exception 2 that would permit this basement to have a minimum ceiling height
of 6 foot 8 inches with a minimum clear height of 6 foot 4 inches under beams, girders, ducts and similar obstructions.
a. If the flush beam w/post replacement detail 1/SS-1 is to be included in this scope of work(email attachment)please
include the detail on the plans.
Response: The flush beam with post replacement detail is included in this scope of work. We have added this detail
to sheet A-2.3.
2) All of the toilet rooms are being altered from their existing configurations. All new construction elements, components,
systems and spaces should comply with the requirements of the IBC per IEBC Section 801.3:
a.All toilet rooms are required to be accessible.IBC Section 1109.2
b.If a shower will be provided in the basement,an additional shower should also be provided on the main floor.IBC Section
1109.2
Response: The shower has been removed in the basement.
3)The automatic fire detection and fire suppression system EMC Chapter 16.76 applies to new construction, changes of
occupancy and existing buildings. In 1989 the building underwent a change of occupancy from R-3 to Group B-2 which
included the(non-habitable)basement area approved for storage use(permit 21665).This proposal is for a change of use of
the basement from non-habitable storage to habitable space-which is a change of use, however not a change of occupancy.
Therefore,a fire alarm is not required.
Response: Per your comment above,a Fire Alarm will not be provided on this project.
4) The code defines a primary function in Definition Section 202.Per that definition, the majority of the spaces,
including office spaces would be defined as primary function areas. The work of creating accessible toilet rooms will
more than satisfy IEBC Section 705.2,however.
Response: So Noted.
Sincerely,
UP
Sandra ins
President
Capital Architects Group Pc
1 I Page
