Motor Vehicles Fund 501 will bill out these services to <br />Transit Fund 425. <br />Project summary statement: <br />The Everett Transit fleet currently has ten (10) Gillig hybrid diesel‐electric fixed‐route <br />buses. These buses run on a hybrid Energy Storage System (ESS), which is comprised of <br />an Allison Transmission, batteries, and a control system. The ESS has been in use since <br />2009. To keep the buses operating, services and repairs must be completed through a <br />separate company that has the factory’s original equipment manufacturer training and <br />equipment. <br />The Motor Vehicle Division needs trouble shooting and repair services for Everett <br />Transit’s Gillig hybrid diesel‐electric fixed‐route buses. Pacific Power Group LLC, <br />headquartered in Ridgefield, Washington, is the only authorized distributor and service <br />provider in the state. Approval of the sole source resolution will allow the Motor <br />Vehicle Division to have the required services completed in a timely manner and <br />reduce out‐of‐service time for these busses. <br />This sole source request is for the purchase of troubleshooting and repair services to <br />the ESS of all ten (10) Gillig hybrid diesel‐electric fixed‐route buses. <br />Recommendation (exact action requested of Council): <br />Adopt a resolution waiving public bidding requirements and approving a sole source <br />purchase of troubleshooting and repair services for Everett Transit hybrid Energy <br />Storage Systems (ESS) from Pacific Power Group for approximately $650,000 including <br />Washington state sales tax for 2022 through 2023.
