RESOLUTION NO. ______________ <br />A RESOLUTION expressing intent to establish an Everett Station District Business <br />Improvement Area (BIA), and setting a public hearing before the City Council on <br />December 14, 2022, at 6:30 p.m. to receive comments on the City’s intent to establish <br />an Everett Station District Business Improvement Area (BIA), approve a 2023 budget, <br />and provide for the levy of a special assessment for five years. <br />WHEREAS, <br />1.Businesses and property owners within the proposed Everett Station District Business <br />Improvement Area (BIA) have petitioned the City to establish the proposed BIA, in order to use <br />special assessment revenues to fund programs and services, such as public safety, cleaning, and <br />economic development, within the neighborhood surrounding the Everett Transit Station. <br />2.The City has adopted a resolution initiating the establishment of the BIA. <br />NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND EVERETT CITY COUNCIL THAT: <br />Section 1. <br />The City Council will hold a public hearing on the 14th day of December 2022, at 6:30 p.m., or as soon <br />thereafter as possible, in the City Council Chambers, 3002 Wetmore Avenue, in Everett, Washington, to <br />consider establishment of the proposed BIA with a special assessment for five years with a budget for <br />2022, as more fully specified below in Attachment B. <br />Section 2. <br />The City Council, at the December 14, 2022, public hearing, will hear all protests and receive evidence for <br />or against the proposed action and all persons who may desire to object to the action proposed should <br />do so in writing and file said objection with the Everett City Clerk prior to December 14, 2022, or shall <br />appear and present their objections at the public hearing. <br />Section 3. <br />The City Clerk shall give notice of the public hearing by: (1) one publication of the notice of hearing and <br />copy of this resolution in a newspaper of general circulation in the City at least ten days prior to the <br />hearing; and (2) mailing a complete copy of this resolution, including a copy of the proposed activities, <br />budget, and assessment rates, to the owners or reputed owners of property in the BIA whose names <br />appear as the owners on the records of the Snohomish County Assessor, at the address for such owners <br />7838
