1 <br />ORDINANCE NO. 3909-22 <br />An ORDINANCE establishing rates for Everett sewer service and surface water management, rates for water <br />and filtration for inside and outside City customers, rates for wholesale master meters, and amending <br />EMC 14.04.020, EMC 14.60.010, EMC 14.16.712, and EMC 14.16.713 <br />WHEREAS, <br />A.The most recent amendments of EMC 14.04.020, EMC 14.60.010, EMC 14.16.712, and EMC <br />14.16.713 were adopted in 2021, establishing current water, filtration, sewer and surface water <br />management rates for Everett sewer customers. <br />B.The 2022 cost of service analysis has been completed. <br />C.To cover the cost of service, a general rate increase is necessary to cover operations, maintenance <br />and capital expenditures. <br />D.The City Council finds that the charges herein are reasonable. <br />NOW, THEREFORE, the City of Everett does ordain: <br />Section 1: EMC 14.04.020 (Sewer Service Charges) is hereby amended follows: <br />A.Effective March 1, 2021, and thereafter until December 31, 2021, service charges for the City of Everett <br />sewer system are hereby fixed as follows: <br />1.Single family residence: $80.90 per month <br />(The monthly charge includes Surface Water Quality Protection and Enhancement and the current <br />state utility tax.) <br />2.For other than single family residence (multiple family residence, commercial, and industrial users, <br />etc.) the rate shall be computed in accordance with the following formula: <br />Sewer services charge per month = $8.99 per 100 cubic feet of metered water consumption <br />(The monthly charge includes Surface Water Quality Protection and Enhancement and the current <br />state utility tax.) <br />The minimum monthly charge regardless of usage shall be $80.90 per month. <br />3. Septage volume fees: $0.2717 per gallon of discharge <br />B.Effective January 1, 2022, and thereafter until December 31, 2022, service charges for the City of Everett <br />sewer system are hereby fixed as follows:
