September 21, 2022 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., <br />September 21, 2022, by Vice President Tuohy. <br />Upon roll call, it was found that Mayor Franklin, and Council Members Fosse, <br />Zarlingo, Vogeli, Schwab, Tuohy, and Rhyne were present. President Stonecipher <br />was excused. <br />Council Member Rhyne led the Pledge of Allegiance. <br />On behalf of the City Council, Council Member Vogeli acknowledged the original <br />inhabitants of this place, the sduhubš people, and their successors, the Tulalip <br />Tribes. <br />The minutes of the September 14, 2022, City Council meeting were approved as <br />printed. <br />MAYOR <br />Mayor Franklin presented her proposed 2023 Budget Message. <br />PUBLIC COMMENT <br />Council Executive Angela Ely stated Council received no written comment, and <br />there was (4) four member of the public who wished to speak: <br />•Sonja Bodge: Henry M.
