November 16, 2022 <br />9 <br /> <br /> <br />BRIEFINGS: <br /> <br />COUNCIL BILL 2211-52 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE relating to Project Labor Agreement and Community <br />Workforce Agreements, adding a new section to Chapter 3.80 EMC <br /> Presented by City Attorney David Hall and Ryan Sass, Public Works <br /> <br />Council Member Zarlingo made a motion, seconded by Council Member <br />Stonecipher, to work with the Legal Department and Administration, including <br />Public Works as appropriate, to develop a measure that will advance the <br />development of skilled labor resources in a way that is more workable for the <br />City and increases opportunity for a range of contractors. <br /> <br />Discussion followed with Ryan Sass and David Hall answering Council questions. <br /> <br /> <br />The Council recessed for a 10-minutes break. <br /> <br /> <br />PUBLIC HEARING: <br /> <br />President Stonecipher opened Budget Hearing No. 1 for the Proposed Operating <br />Budget and turned the meeting over to Finance Director Susy Haugen. <br /> <br />COUNCIL BILL 2211-51 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE appropriating the budget for the City of Everett for the <br />year 2023 in the amount of $872,345,777 <br /> Presented by Susy Haugen, Finance <br />
