November 30, 2022 <br />10 <br /> <br /> <br />President Stonecipher stated the 2023 Proposed Operating Budget public hearing <br />was held open from the November 16 meeting. <br /> <br />Finance Director Susy Haugen provided a summary of answers to questions posed <br />by Council members during the first public hearing. <br /> <br />There were no citizens who wished to speak. <br /> <br />Council members requested additional information from staff regarding the Move <br />Ahead Washington Grant funds, Transit operator staffing levels, and full-time <br />employees and department establishment. <br /> <br />President Stonecipher stated the public hearing would remain open until the <br />December 7 meeting. <br /> <br /> <br />BRIEFING: <br /> <br />COUNCIL BILL 2211-60 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE establishing an Everett Station District Alliance Business <br />Improvement Area (BIA) <br />Presented by Brock Howell, Everett Station District Alliance <br /> <br />Patrick Hall and Liz Stenning spoke in favor of Council Bill 2211-60, except for the <br />requirement of the BIA to be responsible for the payment invoicing and collection. <br /> <br />Council Member Schwab requested additional information on the cost to the City <br />to provide BIA payment invoicing and collection. <br /> <br />President Stonecipher stated the public hearing would remain open until the third <br />and final reading, which is scheduled for the December 14 meeting. <br />
