`EVERETT
City Council Agenda Item Cover Sheet
Project title: Amendment No. 3 to Professional Services Agreement with David Evans and Associates, Inc. for Design
and Construction Support Services for Sewer Lift Station 15 and Shore Ave. Force Main
Council Bill #
Agenda dates requested:
December 14, 2022
Briefing
Proposed action
Consent
Action X
Ordinance
Public hearing
Yes x No
Budget amendment:
x Yes No
PowerPoint presentation:
Yes x No
Attachments:
Amendment to PSA
Department(s) involved:
Public Works
Contact person:
Candice Au-Yeung
Phone number:
425-257-7215
Email:
cauyeung@everettwa.gov
Initialed by:
LS
Department head
Administration
Council President
Project:
Partner/Supplier:
Location:
Preceding action:
Fund:
Sewer Lift Station 15 and Shore Ave. Force Main
David Evans and Associates, Inc. (DEA)
Edgewater Neighborhood, vicinity of W. Mukilteo Blvd and Shore Ave.
Amendment No. 2, June 23, 2021
336-Water & Sewer System Improvements Fund
Fiscal summary statement:
This project is budgeted within the Everett Public Utilities Capital Improvement Plan
2022-2031 (CIP) Project, titled "Sewer Lift Station #15 & Shore Ave Force Main".
Expenditures associated with this contract are as follows:
Original PSA: $ 48,000
Amendment 1: $ 0
Amendment 2: $ 330,000
Amendment 3: $ 92,000 (This amendment)
Total: $ 470,000
Project summary statement:
Based on a recent evaluation, the southernmost segment of the Mukilteo Beach
Interceptor has deteriorated and needs to be removed from service. Due to cost and
environmental reasons, it is not appropriate to replace that sewer pipe with a new pipe
in the beach. This project will collect flow from 413 single family homes at a new sewer
lift station near Edgewater Park and discharge through a new pressure sewer (force
main) pipe for approximately 2,700 linear feet along Shore Avenue. This project is also
necessary in order to proceed with subsequent condition inspection of the Mukilteo
Beach Interceptor.
To limit significant construction impacts on the Edgewater neighborhood, this project
needs to heavily coordinate design and schedule with other capital improvement
projects that are happening in quick succession of each other, including the Edgewater
Bridge Replacement, Edgewater Park Renovation, and SnoPUD infrastructure
improvements. This amendment includes scope for design coordination with the City
Parks and Community Services Departments and SnoPUD, for continuing coordination
with the Edgewater Bridge Replacement project, and for providing design technical
support for relocation of the Port of Everett's Mt. Baker Terminal side sewer from the
Mukilteo Beach Interceptor.
Recommendation (exact action requested of Council):
Authorize the Mayor to sign Amendment No. 3 with David Evans and Associates, Inc. for
design and construction support services for Sewer Lift Station 15 and Shore Ave Force
Main in the amount of $ 92,000.
