EXHIBIT A-1 <br />City of Everett <br />Lift Station #15 and Force Main <br />Amendment No. 3 <br />Scope of Work — Additional Design Efforts <br />November 28, 2022 <br />Introduction <br />The City of Everett owns and operates a domestic wastewater "lift station" (hereinafter referred <br />to as the "existing station") immediately adjacent to an existing City -owned bridge along W. <br />Mukilteo Blvd. The existing station is situated on the north side of the road, on a steep bank <br />above Edgewater Creek, immediately west of Shore Ave. The existing station is west of the <br />City's Edgewater Park, a 1.25-acre neighborhood park. The park includes limited parking <br />immediately east of the existing station/west of the park, a large lawn and sport and play areas. <br />The City entered into an Agreement with CHS Engineers, LLC (CHS) on May 4, 2020 <br />(Agreement) to evaluate and recommend improvements to the City's sewer infrastructure in <br />the area of the City described above. Amendment No. 1 to this Agreement, effective July 22, <br />2020, assigned the Contract to David Evans Associates, Inc. (DEA) who acquired CHS. <br />Amendment No. 2 to the Agreement, effective June 23, 2021, provided for the design efforts <br />required to construct a force main along Shore Avenue and pump station in or about the park <br />area. The Agreement and two amendments may be referred to collectively as the "Agreement, <br />as amended". <br />Additional Design Efforts - Amendment No. 3 <br />The City requested regular progress meetings and those have been conducted with the design <br />team through the 95% design for both project elements. The City's bridge replacement project <br />has been deferred by one year and the City elected to complete the lift station project after the <br />bridge project, due to conflicting uses of the bridge project staging area. This extension will <br />prompt additional project monitoring and control work, at times during the deferral period, and <br />allow shifting the final intersection overlay work to the lift station project. Due to long -lead times <br />in the current market, the City elected to pre -purchase the generator and automatic transfer <br />switch, as a separate procurement process. <br />The additional design work detailed below is to be included in this Amendment No. 3: <br />• Development and evaluation of additional three alternative station layouts for the station <br />primary structures and power and control equipment were requested, for consideration by <br />City Public Works and Parks departments, including the following: <br />• Wet well and vault within west fenced area of Edgewater Park; generator and <br />electrical and control panels at opposite side of Shore Ave. to the west <br />• All equipment in southwest corner of Edgewater Park, linear configuration of <br />generator and electrical and control panels <br />• All equipment in southwest corner of Edgewater Park, condensed configuration with <br />generator flanking electrical and control panels <br />• The preferred location of the pump station power and control equipment, including standby <br />generator, was changed by the City to the west side of Shore Avenue immediately north of <br />David Evans and Associates, Inc.
