December 7, 2022 <br />8 <br /> <br />Discussion followed with Susy Haugen, Finance Director, and Brock Howell from <br />Everett Station District Alliance answering council questions. <br /> <br />City Attorney David Hall withdrew the request for an executive session for a later <br />meeting. <br /> <br /> <br />PUBLIC HEARING: <br /> <br />PUBLIC HEARING – BUDGET HEARING NO. 3 – 2023 PROPOSED BUDGET <br /> <br />President Stonecipher stated the 2023 Proposed Operating Budget public hearing <br />was held open from the November 16th meeting. <br /> <br />Moved by Council Member Vogeli, seconded by Council Member Rhyne, to table <br />the 2023 Proposed Budget vote until next week to give more time for <br />clarification and changes she has regarding the general government fund and <br />the special revenue fund. <br /> <br />Finance Director Susy Haugen spoke on the legally required deadline that is <br />December 14th and reminded Council that this is the original budget for 2023, and <br />there are opportunities for amendments next year. <br /> <br />President Stonecipher proposed to have Administration give Council a briefing on <br />potential funds from other department budgets to be allocated to accommodate <br />the needs of the Everett Public Library and could make a possible amendment <br />early next year. <br /> <br /> <br />Roll was called with all council members voting no, except Rhyne who voted yes, <br />on the motion to table the 2023 proposed budget another week. <br /> <br /> Motion failed. <br /> <br />There were no citizens who wished to speak. <br />
