January 18, 2012 <br /> Roll was called with all council members voting yes except Council <br /> Members Moore and Affholter who were excused. <br /> Motion carried. <br /> PUBLIC HEARING — COUNCIL BILL NOS. 1201-01, 1201-02, 1201-03 <br /> Council President Gipson stated that now is the time to begin the public <br /> hearings on the proposed Comprehensive Plan amendments and rezone <br /> requests for Edgewater Park, South Everett Forest Preserve Park, and <br /> text changes for the Mukilteo School District Capital Facilities Plan and <br /> the zone equivalency table found in the Land Use element of the <br /> Comprehensive Plan. The City Council has already had a briefing on <br /> these items and has received background information and <br /> correspondence including the correspondence from Sandra Ludwig and <br /> Steve and Julie Berry. <br /> He stated that it is important that the City Council hearings are not only <br /> fair in fact, but also fair in appearance. He questioned whether any <br /> council member knows of any real or potential conflict or concern with any <br /> of the matters before us, or know of any other reason that should cause <br /> members to avoid participating in this hearing. There was no response. <br /> He questioned whether any member of the audience has any objection to <br /> any council member's participation on the matters before us, items 9, 10, <br /> and 11 on the council agenda. There was no response. <br /> Council President Gipson opened the public hearing regarding Council Bill <br /> No. 1201-01, a proposed ordinance amending the Comprehensive Plan <br /> and rezoning the property located south of Bruskrud Road and west of 1-5; <br /> Council Bill No. 1201-02, a proposed ordinance amending the <br /> Comprehensive Plan and rezoning the property located at West Mukilteo <br /> Boulevard and Sound Avenue; and Council Bill No. 1201-03, a proposed <br /> ordinance amending the Comprehensive Plan related to the Mukilteo <br /> School District and adding a Comprehensive Plan Zoning Table reference <br /> related to certain rezone contracts. <br /> Council President Gipson invited public comment. <br /> 15 <br />
