January 4, 2023 <br />1 <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., <br />January 4, 2023, President Stonecipher presiding. <br /> <br />Upon roll call, it was found that Mayor Franklin, Council Members Tuohy, Schwab, <br />Fosse, Zarlingo, Vogeli, Rhyne, and President Stonecipher were present. <br /> <br />Council Member Rhyne led the Pledge of Allegiance. <br /> <br />On behalf of the City Council, Council Member Vogeli acknowledged the original <br />inhabitants of this place, the sduhubš people, and their successors, the Tulalip <br />Tribes. <br /> <br />The minutes of the December 21, 2023, City Council meeting were approved as <br />printed. <br /> <br />The minutes of the December 14, 2022, City Council meeting were tabled until the <br />next council meeting. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin acknowledged Richard and Jene Minch for their $200,000 <br />donation to the Everett Animal Shelter’s Fund for Animals and it is the largest <br />donation the shelter has ever received. <br /> <br />Mayor Franklin provided an overview of an emergency resolution to address the <br />repairs needed to Fire Engine 5 due to an injury collision response on I-5. <br /> <br />RESOLUTION – FIRE ENGINE 5 APPARATUS REPAIR <br /> <br />To adopt Resolution No. 7854 declaring an Emergency regarding procurement of <br />repair of Fire Engine 5 (Apparatus #J0159). <br /> <br /> <br />Roll was called with all council members voting yes. <br />
