<br />21 UASI ENDURING SECURITY NEEDS (EN) Work Plan
<br />City of Seattle Police Department
<br />Investment #1 - Seattle UASI Enduring Security Needs (EN)
<br />This investment focuses on engaging the whole community to advance community planning and to build and
<br />sustain resilience.
<br />The UAWG has identified several key regional projects that sustain capabilities within the core capabilities of
<br />Interdiction & Disruption, Mass Search & Rescue Operations, Physical Protective Measures, Planning,
<br />Public Health, Healthcare, & Emergency Medical, Screening, Search, & Detection, and Supply Chain
<br />Integrity & Security. Projects focus on effective planning, training, exercises, and equipment to build, sustain,
<br />and deliver capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism.
<br />As communicated in the 2020 UASI SPR, capability gaps have been identified in:
<br />- Interdiction & Disruption: (1) Additional planning needs to address UASI Regional equipment, training
<br />gaps and current capabilities. (2) Training [needed] to support shared tactics, techniques, and procedures.
<br />(3) Aircraft used to support Law Enforcement and rescue missions are aging and in need of technology
<br />upgrades.
<br />- Mass Search & Rescue Operations: (1) 3,000 structural collapse rescue/search technicians are required
<br />to respond to large-scale terrorism incidents in the region. Currently only 20% of the need for
<br />Fire/HAZMAT/EMS Structural Collapse Technicians has been met. (2) Need heavy lifting/shoring and
<br />cutting/breaching rescue equipment packages. (3) Need training for Search and Rescue groups on
<br />evacuations in urban settings.
<br />- Physical Protective Measures: Need to build ballistic protection capabilities.
<br />- Planning: (1) Threat and hazard planning concepts and efforts need to be better coordinated. (2) Need for
<br />public outreach materials to be translated in the identified top languages. (3) Need for Public Messaging for
<br />Access and Functional Needs.
<br />- Public Health, Healthcare, & Emergency Medical: There are very few public access bleeding control kits
<br />which limits the ability of community members to help stabilize severe bleeding before EMS arrives.
<br />- Screening, Search, & Detection: (1) Need for chemical detectors that can sense natural gas hazards. (2)
<br />Need to support the maintenance of equipment purchased with Homeland Security Grant funds. (3)
<br />Breaching kits to enter a barricaded structure, school, residence, or buildings are needed.
<br />- Supply Chain Integrity & Security: Need to secure and make resilient key nodes, methods of transport
<br />between nodes, and materials in transit.
<br />Investment 1-1: Seattle Enduring Security Needs (EN)
<br />Local UASI funding is used to supplement ongoing regional Planning, Organization, Equipment, Training,
<br />and Exercise efforts for multiple Core Capabilities to lead and coordinate the prevention, preparedness,
<br />protection, and response efforts in the Seattle Urban Area minimizing the impact of terrorism events on the
<br />people, property, environment and economy.
<br />Interdiction & Disruption regional projects include Law Enforcement (LE) project management, LE training
<br />(counter terrorism tactics, techniques, and procedures), and helicopter upgrades (to support the
<br />transportation of LE special teams and firefighters when normal transportation is disrupted).
<br />Mass Search and Rescue regional projects include Structural Collapse Technician Classes and the
<br />purchase of Lifting/Shoring and Cutting/Breaching Equipment. The training and associated equipment will
<br />increase the number of responders who can secure and stabilize heavy concrete, steel and timber building
<br />components after a building collapse to protect victims and provide safe access for rescuers to reach and
<br />remove victims from void spaces. Additionally, it includes an aviation aircrew training and joint agency
<br />exercise supporting a regional approach to aviation operations.
