The <br />programmed available funding for the project is $6,500,000. <br />Project summary statement: <br />Reservoir 3 serves most of Everett south of 41st Street as well as our wholesale customers <br />south of the City that rely on our water supply system. Reservoir 3 was built in 1923 as an <br />open-air concrete reservoir. A structural concrete cover was added over the reservoir in <br />1987. Public Works programmed a series of maintenance projects to address degradation <br />of the interface between the concrete cover and the original concrete tank. These <br />maintenance projects were intended to extend the service life of Reservoir 3 prior to its <br />eventual replacement. Ordinance No. 3815-21 provided funding for the design phase of <br />the maintenance projects. <br />Public Works began a maintenance assessment of Reservoir No. 3 in preparation for the <br />maintenance projects. During the preliminary work, it was determined that: <br />• the maintenance projects would not appreciably extend the service life of the <br />reservoir; and, <br />• the reservoir, being not compliant with current structural codes, would likely fail <br />during a large seismic event. <br />Since the planned maintenance projects would not be cost effective, Public Works is <br />instead proceeding with the replacement of the reservoir, which will be 100 years old next <br />year. This new funding ordinance will provide funding for engineering design and <br />preparation of construction documents. After design completion, Public Works will return <br />with a new ordinance that will include construction funding for Council consideration. <br />Recommendation (exact action requested of Council): <br />Adopt an Ordinance creating a special improvement project entitled "Reservoir <br />No. 3 Replacement" Fund 336, Program 016 and repealing Ordinance No. 3815-21. <br />
