The programmed available funding for the project is $6,500,000. Project summary statement: Reservoir 3 serves most of Everett south of 41st Street as well as our wholesale customers south of the City that rely on our water supply system. Reservoir 3 was built in 1923 as an open-air concrete reservoir. A structural concrete cover was added over the reservoir in 1987. Public Works programmed a series of maintenance projects to address degradation of the interface between the concrete cover and the original concrete tank. These maintenance projects were intended to extend the service life of Reservoir 3 prior to its eventual replacement. Ordinance No. 3815-21 provided funding for the design phase of the maintenance projects. Public Works began a maintenance assessment of Reservoir No. 3 in preparation for the maintenance projects. During the preliminary work, it was determined that: • the maintenance projects would not appreciably extend the service life of the reservoir; and, • the reservoir, being not compliant with current structural codes, would likely fail during a large seismic event. Since the planned maintenance projects would not be cost effective, Public Works is instead proceeding with the replacement of the reservoir, which will be 100 years old next year. This new funding ordinance will provide funding for engineering design and preparation of construction documents. After design completion, Public Works will return with a new ordinance that will include construction funding for Council consideration. Recommendation (exact action requested of Council): Adopt an Ordinance creating a special improvement project entitled "Reservoir No. 3 Replacement" Fund 336, Program 016 and repealing Ordinance No. 3815-21.
