ARTICLE 15-SENIORITY <br /> Section 1: <br /> Employees shall complete the applicable probationary period before they become regular employees <br /> entitling them to seniority rights. <br /> Section 2: <br /> Seniority shall be computed using the adjusted employment date,subject to the applicable probationary <br /> period. <br /> Section 3: <br /> Classification seniority shall be recognized as follows: <br /> A. The supervisor shall recognize seniority in assignments of duties within a job class on a job site <br /> wherein the assignments change on a periodic basis;provided that,this provision does not apply <br /> to regular vacancies. <br /> B. Those employees having greater classification seniority shall be given preference in the selection <br /> of callouts and assignment of overtime.For the purpose of this section,classification seniority <br /> shall include designated classification series. (to be defined in labor management) <br /> Lists for call-outs and assignment of overtime shall be established at least annually in each <br /> department. Lists shall be established for each shift by classification and type of work comprised <br /> of all employees qualified to undertake the assignment. Placement on the list shall be by <br /> employee choice in seniority order,or if by management agreement,following a Union <br /> conducted majority vote of the affected individuals,a rotational system may be established. <br /> C. Projects or assignments with defined responsibilities which involve overtime shall be exempt <br /> from this provision when continuity provides specialized knowledge or training that is needed for <br /> the efficient performance of the work. <br /> Section 4: Separation <br /> Seniority shall terminate by the employee being discharged from service or by the employee voluntarily <br /> leaving the service of the City. Any employees laid off who are subsequently recalled shall be credited <br /> back with the seniority they had at the time they were laid off. <br /> Section 5: Bumping Rights <br /> It shall be understood and agreed that when there is a layoff or a reduction of force in a given position <br /> classification in a department,the person with the lowest seniority in that position classification will <br /> move to the next position classification to which their seniority and line of progression entitles him/her, <br /> displacing the person with the least seniority in that position classification. Similarly,this displaced <br /> person moves under the same procedure and so on until the excess person with the least seniority in a <br /> position classification is laid off. The layoff procedure shall follow the employee's line of progression <br /> starting from their entry position classification. An employee bumping to a lower or equivalent position <br /> classification shall add their seniority in that position classification to any seniority in an equivalent or <br /> 34 <br />
