f) What impacts would the proposed change of land use designation have on the current use <br /> of other properties in the vicinity, and what measures should be taken to assure <br /> compatibility with the uses of other properties in the vicinity? <br /> g) Would the change of the land use designation sought by the proponent create pressure to <br /> change the land use designation of other properties in the vicinity? If so, would the <br /> change of land use designation for other properties be in the best long term interests of <br /> the community in general? <br /> and <br /> WHEREAS, with regard to the proposed amendment to the Land Use Map for the Frank Aurdal <br /> property located at 730 105th Street SW in the unincorporated area of Snohomish County,the <br /> City Council finds: <br /> 1. The purpose for the requested land use map amendment is to allow for the expansion of <br /> an existing auto dealership which is located on the abutting property located to the west <br /> of the subject property; <br /> 2. The designation proposed by the requested amendment to the land use map of the <br /> comprehensive plan is consistent with the locational criteria listed in the Land Use <br /> Element for the "Mixed Use Commercial Multiple Family" designation only if the <br /> subject property is combined with abutting commercially designated and zoned property <br /> which has frontage on Evergreen Way; <br /> 3. The applicant has cited the growth of the abutting auto dealership's business and the <br /> opportunity to combine the subject site with the abutting C-1 zoned (General <br /> Commercial)property a combined development site as changed circumstances since the <br /> adoption of the existing land use designation; <br /> 4. The applicant has indicated the intent of the abutting auto dealership to acquire and <br /> develop the subject lot as part of the expansion of the abutting business on a C-1 zoned <br /> site, allowing for the business to continue to grow and serve the community; <br /> 5. The land use policies of the comprehensive plan discourage speculative commercial <br /> rezoning and require that expansion of commercial land use designations into residential <br /> areas be based upon a plan integrating the existing commercial area and protecting <br /> abutting residential areas; <br /> 6. Amending the land use designation for the subject lot would not implement the policy <br /> cited above unless sufficient controls were established to require future development to <br /> be integrated into a larger development with abutting property which is already <br /> commercially zoned; <br />
