Washington State Pa <br />n Commission <br />Agencies may charge actual, direct administrative costs to the VRF account - such as staff hours it takes <br />to fill out forms, or to maintain the dedicated account but may not charge administrative fees based on <br />an estimated percentage. <br />Participating agencies must maintain accurate annual records of activities and expenditu <br />boating safety programs. Those records must be provided to State Parks consistent with their <br />agreement, or upon request. The agency must also permit State Parks to audit the use of funds in <br />accordance with generally accepted audit practices and standards. <br />Links to local or <br />s <br />it <br />When the local jurisdiction adopts ordinances governing recreational boating, the ordinances must be at <br />least as restrictive, but may be more restrictive than Washington state boating laws and regulations. <br />Participating agencies must submit a web link to all such ordinances to State Parks using the designated <br />field in the A-299 Form. <br />Operational Requirements <br />Officer / Deputy Qualifications /Training / Training Currency <br />Participating agencies must provide Officers / Deputies with law enforcement c <br />Criminal Justice Training Commission which authorizes them to enforce all boat, <br />All Officers / Deputies must maintain a current Washington State Peace Officers Certifi <br />Particip <br />Washington State Parks <br />help agencies fulfill this req <br />spring - usually one in Weste <br />s from the <br />rid regulations. <br />the required training for all RBS Officers / Deputies. <br />Marine Law Enforcement Academies each year to <br />e provided at no charge. They are taught in the <br />rid one in Eastern Washington. Officers / Deputies may <br />attend other basic boating safety training, if approved by State Parks. Those approved courses are the <br />Federal Law Enforcement Training Center's (FLETC), Marine Law Enforcement Training Program <br />(MLETP), or National Association of Boating Law Administrator's (NASBLA) Boat Crewman course (BCM). <br />Such training must be acquired within one year of initiating a new boating safety program and within <br />one year for each newly assigned boating safety Officer / Deputy. <br />Washington State Parks' Marine Law Enforcement Training Academy is accredited through the NASBLA's <br />Boat Operation and Training (BOAT) Program. As a term of accreditation, State Parks must ensure that <br />all active marine Officers / Deputies maintain proficiency in basic RBS skills. This is important because <br />these skills are perishable but critical to operate in a marine environment. All agencies must submit a <br />BOAT Currency Requirements Report Form for all active personnel listed in the A-299. These reports are <br />Page 9 of 18 <br />
