f) What impacts would the proposed change of land use designation have on the current use <br /> of other properties in the vicinity, and what measures should be taken to assure <br /> compatibility with the uses of other properties in the vicinity? <br /> g) Would the change of the land use designation sought by the proponent create pressure to <br /> change the land use designation of other properties in the vicinity? If so, would the <br /> change of land use designation for other properties be in the best long term interests of <br /> the community in general? <br /> WHEREAS, with regard to the Earl Bumpass property located at 10121 9th Avenue West,the <br /> City Council finds: <br /> 1. The purpose for the requested land use map amendment is to allow for the construction of <br /> a self serve storage facility on the subject property only, without any connection or <br /> integration with abutting commercially zoned property; <br /> 2. The designation proposed by the requested amendment to the land use map of the <br /> comprehensive plan is not consistent with the locational criteria listed in the Land Use <br /> Element for the "Mixed Use Commercial -Multiple Family"unless the subject property <br /> is combined with abutting commercially designated and zoned property; <br /> 3. The applicant has not cited changed circumstances since the adoption of the <br /> comprehensive plan's land use designation for the subject property as a basis for <br /> approving a change in land use designation; <br /> 4. The applicant has not cited any erroneous assumptions used in the establishment of the <br /> existing land use designation as a basis for a change in land use designation; <br /> 5. The applicant cites as a basis for approval of the requested land use change the low <br /> intensity of building scale and use proposed by the self storage facility as creating a <br /> compatible transition between commercially zoned land to the south and east and the <br /> residentially zoned land to the north and west.; <br /> 6. The land use policies of the comprehensive plan discourage speculative commercial <br /> rezoning and require that expansion of commercial land use designations into residential <br /> areas be based upon a plan integrating the existing commercial area and protecting <br /> abutting residential areas; <br /> 7. Amending the land use designation for the subject lot would not implement the policy <br /> cited above unless the applicant's development plans were revised to integrate with the <br /> abutting commercially zoned lot to the south of the subject property, which is owned by <br /> the applicant, into a larger, unified development; <br />
