I <br /> fia <br /> 4itig? <br /> Ordinance No. 2277-98 <br /> AN ORDINANCE adopting the Everett Commute Trip Reduction (CTR) Plan and <br /> implementing measures as required by RCW 70.94.527 and repealing Ordinance No. 1925-93 <br /> (Chapter 46.68 EMC). <br /> WHEREAS, increases in the amount and rate of urban growth within Everett have directly <br /> contributed to higher levels of traffic congestion and delay;and <br /> WHEREAS, the public's health, safety and welfare are threatened by increases in vehicular <br /> travel and petroleum fuel consumption that negatively impact traffic safety, air quality and <br /> neighborhood noise levels;and <br /> WHEREAS,encouraging the use of clean fueled vehicles(for example electric or compressed <br /> natural gas), in combination with reducing commute trips can be beneficial to air quality and <br /> noise effects,as well as reducing petroleum fuel consumption and traffic congestion;and <br /> WHEREAS,traffic congestion and delay harm the city's economy by impeding the delivery of <br /> goods and services and causing working hours to be lost;and <br /> WHEREAS, the Legislature enacted the Commute Trip Reduction Law in 1992 (RCW <br /> 70.94.521-551, as amended),which requires the City to establish commute trip reduction plans <br /> that require affected employers to prepare commute trip reduction programs for their <br /> employees;and <br /> WHEREAS,the 1990 Growth Management Act requires the City to implement transportation <br /> demand management(TDM)measures;and <br /> WHEREAS,the City recognizes the importance of increasing individual citizens' awareness of <br /> air quality, energy consumption,and traffic congestion and the contribution individual actions <br /> can make toward addressing these issues. <br /> NOW THEREFORE THE CITY OF EVERETT DOES ORDAIN: <br /> CHAPTER 1: ADMINISTRATION <br /> SECTION A: TITLE <br /> This ordinance shall be known as the"Commute Trip Reduction Ordinance of the City of Everett." <br /> 1 <br />
