b. Provide information to non-affected employers to encourage voluntary <br /> trip reduction programs. <br /> III. GOAL: PURSUE CONSISTENT AND EFFECTIVE TRIP REDUCTION PLANNING <br /> PROCESSES AMONG GOVERNMENT, EMPLOYERS, AND THE <br /> COMMUNITY <br /> Objective 1: Assist employers in successfully implementing effective trip reduction programs for <br /> their employees. <br /> Policies: a. Allow employers 180 days to submit their trip reduction programs for <br /> review,upon adoption of the City's Commute Trip Reduction Plan. <br /> b. Provide affected major employers with guidance and technical assistance <br /> including an explanation of required trip reduction measures which will <br /> guide them through the process of developing trip reduction programs. <br /> c. Establish a means for determining base year values which include a <br /> method for adjusting the base year value to reflect prior trip reduction <br /> efforts. <br /> d. Establish an appeals process by which affected employers may obtain a <br /> modification or waiver from individual jurisdictional CTR requirements. <br /> e. Impose civil penalties for affected employers where there is failure to <br /> adopt a CTR program. <br /> f Collaborate with Community Transit and Everett Transit in providing <br /> counsel and technical assistance to affected employers preparing CTR <br /> programs. <br /> Objective 2: Coordinate trip reduction planning on a regional and local basis. <br /> Policies: a. Participate in and support the technical and policy committees serving as <br /> forums for cooperative decision-making on trip reduction planning. <br /> b. Collaborate with the Puget Sound Regional Council in designating trip <br /> reduction zones and VMT/SOV reduction targets on a regional basis. <br /> c. Encourage and provide opportunities for major affected employers to <br /> serve on policy committees making recommendations and decisions on <br /> trip reduction programs. <br /> d. Provide consistent treatment of affected employers who have worksites <br /> in different locations or jurisdictions. <br /> e. Establish a CTR plan consistent with the CTR plans of other <br /> jurisdictions in the County or those sharing common borders or common <br /> regional transportation and growth issues. <br /> f. Work collaboratively where possible to pool resources and avoid <br /> duplication of efforts to minimize the administrative burden on local <br /> jurisdictions and affected employers in achieving CTR goals. <br /> 3 <br />
