<br /> 53 <br />3. Personnel selection will be based on criteria developed by the Fire Administration and the <br />Union. This criterion includes, but is not limited to department needs, training, qualifications, <br />classification of ranks, and response time to Everett. <br /> <br />4. Those employees who occupy a Marine Team position and who accept a non-suppression <br />position within the department will not be eligible for team membership during their non- <br />suppression assignment. Upon their return to suppression, they will be eligible for reassignment <br />to the team regardless of their rank when an opening exists. These employees will be reassigned <br />to the team as positions become available in the order they returned to suppression. <br /> <br />5. After selection to the team and initial training as a deck hand, Marine Team members have 18 <br />months to obtain certification as a coxswain. Failure to progress to certifiction as a coxswain <br />may result in removal from the team. Retaining coxswain certification is required for continued <br />team membership. <br /> <br />6. Vacancies created by personnel failing to maintain certification will be filled using the criteria <br />listed above. <br /> <br />7. Marine team training will be in accordance with Administration standards. <br /> <br />8. Personnel selected to be a Marine Team must meet the criteria set forth by Administration and the <br />Union. <br /> <br />9. Marine team members not meeting their annual requirement due to long term disability will be <br />assigned to day shifts in Training upon their return to work in order to complete the missed <br />training or an equivalent alternative. Marine Team members not meeting the annual requirement <br />for any other reason will be de-certified and Marine Team specialty pay will be terminated. <br /> <br />10. Marine Team members are eligible for up to a maximum of 32 hours overtime per year to the <br />Marine Team or their replacement if the team member is released from duty for off-shift training. <br />For the purposes of this Article, overtime for employees attending off-shift Marine Team training <br />will not be on the member's overtime record as per Article 13 of the Collective Bargaining <br />Agreement. It will be the sole responsibility of the employee to meet continuing education <br />competencies on an annual basis. <br /> <br />11. Mileage and travel time will not be compensated. <br /> <br />IV. Rules for Rescue Swimmers <br /> <br /> <br />1. The number of Rescue Swimmers will not exceed 14 and is the sole responsibility of Fire <br />Administration. <br /> <br />2. Administration will retain sole authority to determine from which classifications (e.g. firefighter, <br />paramedic, driver, captain) applicants will be selected. Upon determination of which <br />classification(s) is/are needed, a committee comprised of Fire Administration and Rescue <br />Swimmers will select the applicant(s) from that/those classifications. When an applicant has been <br />accepted as a Rescue Swimmer, a change in the individuals' classification (other than a promotion <br />out of suppression) will not disqualify a member from being a Rescue Swimmer <br />
