EVERETT <br />WASH I NGTON <br />ORDINANCE NO. 3929-23 <br />AN ORDINANCE PROVIDING FOR THE ACQUISITION BY EMINENT DOMAIN OF PROPERTY FOR THE <br />PURPOSE OF THE EDGEWATER BRIDGE REPLACEMENT PROJECT AND AUTHORIZING PAYMENT FROM <br />THE CITY'S PROJECT FUNDS OR FROM SUCH OTHER MONIES THAT THE CITY MAY HAVE AVAILABLE OR <br />ATTAIN FOR THE ACQUISITION <br />WHEREAS, <br />Project Background <br />A. The City of Everett is a charter city, incorporated under the laws of the State of <br />Washington, and authorized to acquire title to real property for public purposes pursuant <br />to RCW Chapter 8.12. <br />B. The Edgewater Bridge carries West Mukilteo Boulevard across Edgewater Creek at the <br />western limits of Everett. The Boulevard is an important arterial for the Boulevard Bluffs <br />neighborhood, and the bridge is used daily by nearby residents, transit, ferry traffic, <br />school buses and emergency responders. <br />C. The Edgewater Bridge was built in 1946 and is at the end of its useful life. While safe for <br />daily use, it is functionally obsolete, structurally deficient, and currently operates under <br />load restrictions. The Edgewater Bridge is also seismically vulnerable. <br />D. The City has determined that the 1946 Edgewater Bridge must be replaced. For the <br />purposes of this Ordinance, the project to replace the 1946 Edgewater Bridge is referred <br />to as the "Project." <br />E. The City completed engineering studies for the replacement of the 1946 Edgewater <br />Bridge, including a Replacement Type, Size and Location Study. <br />F. The City is funding the Project from a mix of funding sources, including federal grant funds <br />from the federal bridge program, City bond issuance, and City transportation funds. All <br />of these funds are collectively referred to in this Ordinance as "Project Funds." <br />G. The Project has been on the City's adopted Six -Year Transportation Improvement <br />Program and is scheduled for construction in 2023. <br />H. The Project is Principal Arterial Project #10 on the City's Six -Year (2022-2027) <br />Transportation Improvement Program (TIP). It is titled as Edgewater Bridge Replacement <br />Project. <br />
