1 <br /> preservatives from wood utility poles, PCBs in older transformers,water removed from underground <br /> transformer vaults,and leaks/spills from petroleum pipelines.The following are potential pollutants: <br /> oil and grease,TSS, BOD,organics, PCBs, pesticides, and heavy metals. <br /> Pollutant Control Approach: Implementation of spill control plans as well as control of fertilizer <br /> and pesticide applications, soil erosion, and site debris that can contaminate stormwater. <br /> Applicable Operational BMPs: <br /> 1 . Minimize the amount of herbicides and other pesticides used to maintain access roads and <br /> facilities. <br /> . Implement S411 BMPs for Landscaping and Lawn/Vegetation Management. <br /> • Comply with WSDA Pesticide Regulations(see 1-2.15 Other Requirements). <br /> . When removing water or sediments from electric transformer vaults,determine the presence <br /> of contaminants before disposing of the water and sediments. <br /> This includes inspecting for the presence of oil or sheen, and determining from records <br /> or testing if the transformers contain PCBs. <br /> If records or tests indicate that the sediments or water are contaminated above applic- <br /> able levels, manage these media in accordance with applicable federal and state reg- <br /> ulations, including the federal PCB rules(40 CFR 761)and the state MTCA cleanup <br /> regulations(Chapter 173-340 WAC). <br /> Water removed from the vaults can be discharged in accordance with the federal 40 <br /> CFR 761.79,and state regulations(Chapter 173-201A WAC and Chapter 173-200 <br /> WAC),or via the sanitary sewer if the requirements, including applicable permits,for <br /> such a discharge are met. Stabilize access roads or areas of bare ground with gravel, crushed rock,or another method <br /> to prevent erosion. Use and manage vegetation to minimize bare ground/soils that may be sus- <br /> ceptible to erosion. <br /> I . Provide maintenance practices to prevent stormwater from accumulating and draining across <br /> and/or onto roadways. Convey stormwater through roadside ditches and culverts.The road <br /> should be crowned,outsloped,water barred,or otherwise left in a condition not conducive to <br /> erosion.Appropriately maintaining grassy roadside ditches discharging to surface waters is <br /> an effective way of removing some pollutants associated with sediments carried by storm- <br /> water. <br /> . Maintain ditches and culverts at an appropriate frequency to ensure that plugging and flooding <br /> across the roadbed,with resulting overflow erosion,does not occur. <br /> .
