City of Everett 00 2113 - 6 <br /> 2023 Biosolids Removal UT 3808 - 2 <br /> b) Have a Washington Employment Security Department <br /> number, as required in Title 50 RCW; <br /> c) Have a Washington Department of Revenue state excise <br /> tax registration number, as required in Title 82 RCW. <br /> 3) Disqualification. Not be disqualified from bidding on any public <br /> works contract under RCW 39.06.010 or 39.12.065(3). <br /> 4) Apprentices. If the Project is subject to the apprenticeship <br /> utilization requirements in RCW 39.04;320, not have been found <br /> out of compliance by the Washington state apprenticeship and <br /> training council for working apprentices out of ratio, without <br /> appropriate supervision, or outside their approved work <br /> processes as outlined in their standards of apprenticeship under <br /> chapter 49.04 RCW for the one-year period immediately <br /> preceding the date of the bid solicitation. <br /> 5) Within the three-year period immediately preceding the date of <br /> the bid solicitation, not have been determined by a final and <br /> binding citation and notice of assessment issued by the <br /> department of labor and industries or through a civil judgment <br /> entered by a court of limited or general jurisdiction to have <br /> willfully violated, as defined in RCW 49.48.082, any provision of <br /> chapter 49.46, 49.48, or 49.52 RCW. <br /> 6) Have received training on the requirements related to public <br /> works and prevailing wage under chapter 39.04 RCW and <br /> chapter 39.12 RCW. <br /> 7) Supplemental Bidder Responsibility Criteria: RCW 39.04.350(2). <br /> If this Project is subject to supplemental bidder responsibility <br /> criteria, then such criteria will be contained in SECTION 00 2213, <br /> SUPPLEMENTAL INSTRUCTIONS TO BIDDERS. If there is no <br /> SECTION 00 2213, SUPPLEMENTAL INSTRUCTIONS TO <br /> BIDDERS in the bid package, then the Project is not subject to <br /> supplemental bidder responsibility criteria. <br /> d. BID PROTESTS: All protests by Bidders must be in accordance with <br /> Everett Municipal Code 3.46, "Bid Protest Procedures." <br /> B. Pre-Award Conference <br /> 1. After Bid opening, but prior to award, the apparent successful Bidder shall, <br /> if requested by the City, attend a pre-award conference to respond to <br /> questions by the City regarding evaluation of Bids. The City will emphasize <br /> items such as insurance and bonding that will assist in prompt issuance of <br /> the Notice to proceed. By conducting a pre-award conference, the City has <br /> not thereby waived its right to make determinations regarding I <br /> responsiveness and responsibility of the Bidder. <br /> I <br /> 00 2113 - 6 INSTRUCTIONS TO BIDDERS <br />
