1
1
ANSWERS TO QUESTIONS SUBMITTTED FOR CLARIFICATION 1
1. In section 15.3.14.2 it states the Contractor shall procure and maintain during the
life of the Contract, or until acceptance of the project by Owner, whichever is
longer, "All Risk" Builder's Risk" or Installation Floater Insurance at least is
required. As there is no design or construction component to the work within this
bid and there is no portion of the scope in which all risk builders risk insurance
would provide coverage for, we would therefore request to have the City remove
this requirement from the project. The clause has been removed, see Item 1 of
this Addendum.
2. Will the city confirm that the dewatering equipment that will be utilized by the '
contractor also will need to be decontaminated? The decontamination
procedures apply to all machinery and equipment that will come into
contact with surface water, including the Recirculation Channel. This also '
includes all dewatering equipment.
3. During the site walk on 11/29. It was stated that the contractor shall perform one I
pass on the lower southeast section will the city provide a site map of the exact
starting point of dredging of the lower section of the recirculation channel and the
exact starting point for repetitive passes of dredging. Please refer to the map of
the Recirculation Channel in Appendix C of the specifications. Dredging will
begin at station 10 just passed the pump station, and repetitive passes will
start at station 28 where the solids get thicker. I
4. Will the city confirm where the water from the decontamination is to be discharged?
Water will be discharged in the Recirculation Channel to the east of the '
Biosolids Pad.
5. Has the Entity conducted any recent analysis or scientific study (>10 Years) which
would indicate levels of PFAS /PFOA's or other "forever chemicals" in the
materials? If Yes to the above, please share the scientific studies or results with
the prospective bidder(s). If No the above, does the Entity/Offeror have any future ,
or scheduled plans to conduct a materials analysis including levels of
PFAS/PFOA's and other "forever chemicals"? No, the Everett WPCF has not
conducted any analysis on PFOS/PFOA, and does not currently have any I
plans to as it is not required by DOE.
6. Can the city please provide As Built drawings of the recirculation channel. I
Attached.
7. Can the city please confirm the acceptable and or expected depth of sludge to be
left on the bottom of the channel. Between 6 inches to 1 foot of sludge should
be left at the bottom to protect the liner.
I
Addendum 1 Page 2
CITY OF EVERETT • 3200 Cedar Street • Everett, WA 98201 • (425) 257-8800 • Fax (425) 257-8882 1
