subsequent six month renewal periods by later adoption. Through the adoption of Ordinance No. <br /> 2210-97, the City provided for a second six month renewal period. Ordinance No. 2138-96, as <br /> amended by Ordinance No. 2145-96, Ordinance No. 2173-96, Ordinance No. 2210-97 and <br /> Ordinance No. 2245-97, is hereby amended and the City hereby adopts a fourth six (6) month <br /> renewal period in order to prevent the moratorium adopted in Ordinance No. 2138-96 from in any <br /> way terminating or otherwise lapsing. <br /> Section 2: Fourth Renewal Period. Ordinance No. 2138-96 is hereby amended by the <br /> addition of the following section: <br /> Notwithstanding any language in this ordinance, this ordinance shall not terminate or <br /> otherwise lapse. This ordinance is hereby renewed and extended for a fourth additional six (6) <br /> month renewal period. During this period, the work plan implemented during the first, second <br /> and third six (6) month extensions to the moratorium shall continue to be implemented through <br /> the monitoring of the litigation and defending the challenges concerning the City's adult use policy <br /> and_regulatory strategy. <br /> Section 3: Emergency. An emergency does exist and this ordinance is deemed to be a <br /> continuation of the emergency action commenced in Ordinance No. 2138-96. <br /> Section 4: Severability.
