1.0 PROJECT OVERVIEW <br />The project proposes to construct a QFC fueling facility with a prefabricated kiosk. The project site <br />is located at 4919 Evergreen Way, which is located in Section 31, Township 29 North, Range 4 <br />East, Willamette Meridian, City of Everett, Snohomish County, Washington. The site consists of one <br />tax parcel, with Recording No. 00581900000101. The total area of the parcel is 5.262 acres, but <br />only 0.55 acres of that parcel will be disturbed. Please see Figure 1.1 to 1.4 for site location, Soil <br />Map, FEMA Map and Assessor's Map for the proposed development. <br />Under this proposal, the site will develop a new QFC fuel canopy, underground fuel storage tanks, <br />and install a prefabricated kiosk. Utility improvements will include new water, storm, and sewer <br />services in addition to the associated dry utilities. The site is currently developed and consist of a <br />parking lot and hardscape. The project is subject to the 2019 Stormwater Management Manual for <br />Western Washington (SWMMWW) with additional stormwater requirements established in City of <br />Everett Design and Construction Standards and Specification (DCSS). According to DCSS Section <br />6-10.1 "Development projects draining to the combined sewer system are not required to meet the <br />same stormwater management standards as projects which drain to a separated stormwater <br />system." According to Figure 6-10.1, Limits of Combined Sewer Area in the DCSS, the site is <br />located within the combined sewer area, see Figure 1.5. Additionally, the proposed project does not <br />have a net increase of 200 square feet or more or new impervious surface, see table in Section 2 of <br />this report, nor does the project plan to convert a quarter of an acres or more of native vegetation, <br />pasture, scrub/shrub, or unmaintained non-native vegetation to lawn or landscape; therefore, the <br />project does not need to construct new Flow Control BMPs. <br />The project is subject to the Design Documentation listed in the Section 6.10.1 (2) of the DCSS. <br />20996.002-SSP.doc <br />
