• ORDINANCE No. 3023 IN ORDINATJCE creating and establishing a retirement and pension system for certain superannuated and d.isabl& officer, and employees of the City of verett ; providing for the payment of retirement allowances; prescribing the conditions on which said allowances shall be paid, the form thereof, and the manner in which the amount t _,.ereof shall be determined; fixing rates of contribution end providing for the adjustment thereof; pro- viding for the administration of said system and the accumulation of the necessary funds therefor; providing that this ordinance shall take effect on January 1, 1945, and declaring an emergency. -HE CITY OF SITERETT DO:_,S ORDAIN: Section 1: The purpose of this ordinance is to establish a retirement end pension system for superannuated or totally and permanently disabled officers and regularly appointee employes, es authorized by Section No. 155 of the city charter of the City of _�verett. Section 2 : Unless a different meaning is plainly required by the context the following words End phrases as herein- after used in this Ordinance shall have the following meanings: (a ) "Retirement System" shall mean "Everett Employes' hetirement System" provided for in Section 3 of this Ordinance. (b ) "Employe" shall mean any Qualified officer or regularly appointed employe of the City of _verett, as described in Section 4, whose compensation in such employment is paid wholly by the City. (c ) "Nember" shall mean any person included in the member- ship of the Retirement System es provided in Section 4 of this " Ordinance . (d) "Active NYember" shall mean any member of the Retirement System who has not been retired by the Board and who is not an inactive member. (e ) "inactive member" shall mean a member who is on leave of absence from the City and who has not withdrawn his a ccumulatee contributions . ( f) "City" shall mean the City of sverett , '. a shington. (g) "Board" shall mean "Board of AdlAnistration" as pro- vided in Section 9 of this Ordinance. (h) "Retirement Fund" shall mean "Employes' etirement Fune" as created end established in Section 8 of this Ordinance . ( i ) "City Service" shall mean service rendered to the City for compensation and, for the purpose of this Ordinance , a member shall be considered as being in the "City Service" only while he is receiving compensation from the City for such service , or is on leave of absence from such service while in the military or naval forces of the united states.
