South 23.76 feet of Lot 3 and all of Lots 4 and 5, Block 685, Plat of Everett ; Lots 5 to 16 inclusive , Block 685, Everett Land Company's First Addition to Everett; Lots 16 and 17, and the )outh 17.625 feet of Lot 18, Block 685, Flat of Everett; Lots 1 to 7 inclusive; North 22 feet of Lot 8; North 22 feet of Lot 23 end Lots 24 to 30 inclusive, Block 715, Everett Land Company' s First Addition to :_verett. Section 4: A special fund is hereby created to be called "Local Improvement Fund No. 5-6 2. , " which shall consist in the aggregate of the several amounts assessed, levied and collected on the several lots, trots and parcels of land in said local imrrovement district, and the proceeds of t e sale of bonds in said district, for the purpose of defraying the costs and enpenses of such improvement. Out of said fund shall be paid the bonds, the interest thereon, and the entire cost of such improvement. Section 5: The costs and expenses of such improvement shall be defrayed by special assessment , payable in 5 equal annual installments, with interest thereon et the rate of !� per cent per annum under the mode of payment by bonds as provided by law and the ordinances of said city.
