ORDINANCE CE No. 3002 • 4 An Ordinance prescribing, qualifications and authority of Air Raid Wardens and Auxiliary ."olicemen from and after the receipt of an Air Raid (Red) Warninc , and requiring compliance by civilians of the instructions, directions and commands, Providing penalties for violations and declaring an emergency. The City of Everett does ordain; Section 1. From and after the receipt of an air raid (red) warning all air raid wardens and auxiliary policemen who are properly enrolled and constituted as members of the civilian defense organization of this City, and who are in the performance of duties assigned to them by their respective superiors within the Everett Civilian Defense Organization, and pursuant to the rules and regulations of the Washington State War Council, are hereby empowered to control and direct the movements and activities of the civilian population of this City in connection with, but not limited to, blackouts, radio silences and movements of civilians by foot or vehicles in order to effect the preservation and protection of life and property and the public safety, and the civilian population of this City is hereby directed and required to comply with and obey all instructions, directions and commands of said air raid wardens and auxiliary policemen. Section 2. k,o air raid warden or auxiliary policeman shall be deemed to be prop- erly enrolled and constituted as such unless he is wearing a proper armband as Prescribed by the Executive Director of the Washin7ton State Defense Council, and has in. his Possession the prover identification card prescribed by the Commander of Civilian Protection, City of Everett. Section 3. Failure of any civilian to promptly comply with or to obey any proper instruction, direction or command of any air raid warden or auxiliary policeman. given pursuant to the authority heroin cbn_ferred shall constitute a crime and when it is necessary to insure the rublic safety and the preservation of life and poo- perty and to prevent a breach of the peace, any such air raid warden or auxiliary policeman is empowered to arrest and detain any person who fails to comply with or obey any such instruction, direction or command.
