1.1 GENERAL FINAL GEOTECHNICAL REPORT <br /> PUBLIC AMENITIES—3-ACRE PARK <br /> 111 <br /> EVRETT RIVERFRONT DEVELOPEMENT <br /> EVERETT, WASHINGTON <br /> 1. INTRODUCTION <br /> This report summarizes the results of the geotechnical engineering studies performed by HWA <br /> GeoSciences Inc. (HWA) for the 3-Acre Park Development in Everett, Washington. The <br /> location of the project is shown on the Site Vicinity Map, Figure 1, and on the Site and <br /> Exploration Plan, Figure 2. The proposed improvements include the development of the 3-Acre <br /> Park site as well as the completion of a portion of the Railroad Corridor Trail that extends south <br /> from 3 Acre Park to its current terminus south of Lift Station 33. <br /> Our work included advancing a series of subsurface explorations at specific locations within the <br /> areas of proposed improvements to evaluate subsurface soil and ground water conditions, as well <br /> as conducting appropriate laboratory tests on selected soil samples to determine relevant <br /> engineering properties. Geotechnical engineering analyses were conducted to provide <br /> recommendations for the proposed 3-Acre Park development including park buildings, floating <br /> dock, debris boom mooring dolphin, and foundation improvements for the existing crane <br /> structure. The foundation recommendations include design seismic parameters, and <br /> considerations for soil liquefaction effects. Also provided, are recommendations related to trail <br /> preparation considerations, including embankments, pavement structure, and long-term <br /> settlement conditions. <br /> 1.2 PROJECT UNDERSTANDING <br /> Our understanding of the project is based on discussions with and design information provided <br /> by the project team led by MacLeod Reckord. Upon complete buildout, improvements for the <br /> park will include construction of a parking area, a restroom building, a gangway and floating <br /> dock in the river, and a viewing platform associated with foundation improvements for an old <br /> crane structure. Trail improvements will also be constructed along the crest of the river bank and <br /> will tie into the Rail Corridor Trail to the south. Layout of the proposed improvements are <br /> indicated on the Site and Exploration Plan, Figure 2. <br /> Since we submitted an initial version of this report, on March 31 st of 2017, responsibility for <br /> construction of the park has been shifted from the City of Everett to Shelter Holdings. Shelter <br /> Holdings has elected to construct the proposed improvements in phases. Phase 1 of work will <br /> include construction of the restroom building,parking lot and access, children's play area, and <br /> utilities including drainage and sanitary sewer for the restroom. Improvements for future phases <br /> include installing picnic shelters, finish connecting the Riverfront trail and installing riverbank <br /> stabilization. <br />
