Section 22 : CIVILIAN DEFENSE DEPARTNEi`7TS: Clerks ( part time) 1.00 per day Section 23 : LIBRARY D: ARTNTEiTT: That in the Library Department the salaries of all renular permanent full time officers and employees shall be raised ''15. 00 per month each as a bonus from July 1 , 1943 , to December 31 , 1943 , to be paid under the same terms and condi- tions as Provided herein . Section 24: To provide for the payment of the bonus and salaries referred to in this ordinance the following approp- riations, or so much as may be necessary, are hereby made: 7, 080.00 from the Everett water Fund as an emergency outlay, and " l8 ,084. 00 from the other funds as an emergency appropriation. Section 25: That the Commissioner of Finance and the °ity Clerk are hereby directed to issue the necessary emergency warrants for the expenditures herein authorized , and such warrants shall be charged to the Department for which said warrants are is sued. Section 26: Whereas the emergency appropriations hereby made are necessary to meet actual necessary expenditures of the various departments of the city government for which no appro- priations have been made due to causes, to-wit : The existing salaries paid the various officers, assistants, deputies and employees of the City of Everett are considerably less than the salaries paid employees performing similar work in private industry and business in the City of Everett and it the vicinity thereof, and the continued increase in living costs due to the wsr emergency which could not reason- ably have been foreseen at the time of making the 1943 budget, wherein it is necessary for the i_:mi.ediate preservation of the public health , peace and safety that this ordinance shall become effective without delay ; NOW, TBEk170RE, in accordance with the provisions of Remington ' s Revised Statutes, Section 9000-6 , by reason of the facts above stated and the emergency which is hereby declared to exist this ordinance shall become -ctive immediately upon its passage and publication . to!Se 4.6 T°avor. 1ltt�:_� u � Attest: / _City Clerk.
