City of Everett – Replacement of Reservoir 3 17 Scope of Services
9. Generate Seismic Design Parameters. Based on the soils encountered along the
alignment, the Consultant shall determine the Site Class for seismic design. The design
spectral acceleration parameters will then be selected in accordance with current IBC.
10. Foundation Recommendations. Consultant will develop recommendations for reservoir
foundations (including ring foundations and/or structural slabs as requested).
11. Lateral Earth Pressures Recommendations. Consultant shall evaluate the data derived
from field investigations and laboratory testing to complete geotechnical engineering
analyses to provide design recommendations for below grade structures and possible
retaining walls.
12. Static and Pseudo-static slope stability evaluation. The Consultant will conduct global
slope stability analysis for up to 2 locations. Global stability shall be evaluated using limit
equilibrium methods consistent with the WSDOT Geotechnical Design Manual (GDM)
13. Evaluate Shoring and Dewatering Recommendations. Consultant will evaluate the
subgrade soil conditions and groundwater conditions to determine the recommendations
associated with the excavation for the proposed improvements. Consultant will provide
dewatering consideration based on site conditions.
14. Geotechnical QA/QC. The Consultant shall have all design calculations and
recommendations reviewed by a senior principal prior to distribution to the design team
or the City.
15. Conduct Miscellaneous Geotechnical Analysis and Support. Additional time will be
allotted to account for any design aspects introduced to the project at a later date that
were not initially provided to the Consultant in this scope of work.
16. Prepare Draft Geotechnical Engineering Report. Consultant shall prepare a draft
geotechnical engineering report for the project. This report will contain the results of the
geotechnical engineering investigation, including description of surface and subsurface
conditions; a site plan showing exploration locations and other pertinent features;
summary of boring logs and laboratory test results. The report will provide geotechnical
recommendations for foundation design, utility trenching, below grade structures,
retaining walls, shoring and dewatering and general earthwork.
17. Respond to Geotechnical Related Review Comment. Consultant shall provide written
responses to review comments. The written responses shall be provided in the form of
emails to the design team.
18. Conduct Plan and Specification Review. Consultant will conduct a plan review at the
60% and 90% milestones submittals to ensure that the geotechnical aspects of the
project have been properly incorporated into the project plans.
19. Prepare a Final Geotechnical Engineering Report. Consultant will prepare a final
geotechnical report for this project. This report will develop Consultant’s draft
geotechnical engineering report with any comments provided by other design team
members or the City during the 30, 60, and 90 percent design milestones.
Client Responsibilities
1. Provide access to the site to perform site reconnaissance, utility locates, drilling, and
groundwater monitoring.
