EVERETT PUBLIC WORKS DEPARTMENT SMITH ISLAND ESTUARY RESTORATION YEARS 5 & 6 MONITORING
Coordination includes internal coordination within the NSD project team regarding schedules,
budget, project progress, and project approach, as well as regular direct coordination with EPWD
project manager as necessary regarding items such as site access, schedule, task status, and results.
Task 6 Deliverables:
Ongoing communications with EPWD.
Monthly invoicing and project reporting.
Task 6 Assumptions:
NSD will manage the project on a total budget basis but would track and report hours by
task.
This task will be accomplished over the course of approximately 12 months (2023), with
project management effort anticipated at approximately 1-hour per month on average.
Administrative support will be provided as will principal support for quality assurance.
Client and internal team coordination is anticipated at 0.5 hour per month on average.
Task 7: Year 6 Condition Check
Per Tables 6-1 and 6-2 of the Advance Mitigation Plan, site condition monitoring is required in Year 6
(2024) to qualitatively evaluate invasive species cover and check the site for debris or other
conditions which could undermine achievement of performance standards.
NSD will visit the project site in ~August/early September of 2024 to complete the Year 6 condition
check. NSD will assess the general condition of the site, collect photos from the photo point
locations established at Year 1, and check the site for any large areas of colonization by invasive plant
species. We will also check for any large garbage and debris which may have floated into the site and
is hampering the development of the marsh and/or mudflat, or constricting flow through the breach
or tidal channels. NSD will collect data on invasive species through pedestrian survey from the
surrounding dikes, as well as walking the marsh terraces inside the site.
Site conditions and any recommendations for action will be documented in a summary memo. This
task includes project management and coordination across the anticipated 2 months of work in Year
6 (August and September 2024).
Task 7 Deliverables:
Draft and Final Summary Year 6 Conditions Memo
Ongoing communications with EPWD.
Monthly invoicing and project reporting.
Task 7 Assumptions:
Site conditions are such that the Year 6 data can be captured within one, approximately 10
hour site visit for a team of two biologists, including travel.
EPWD will provide one round of consolidated review and comment on the draft Year 6
Conditions memo.
DocuSign Envelope ID: B75A46E0-B4A7-4C6C-B91E-69B691B92514
