February 22, 2023 <br /> <br />1 <br /> <br /> <br />The special meeting of the Everett City Council was called to order at 6:30 p.m., February 22, <br />2023, President Stonecipher presiding. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Zarlingo, Tuohy, and Stonecipher were present. Council Member Vogeli was expected to be a few <br />minutes late. <br /> <br />Council Member Tuohy led the Pledge of Allegiance. <br /> <br />On behalf of the City Council, Council Member Schwab acknowledged the original inhabitants of <br />this place, the sduhubš people, and their successors, the Tulalip Tribes. <br /> <br />The minutes of the February 15, 2023, City Council meeting were approved as printed. <br /> <br />Council Member Vogeli arrived at 6:32 p.m. <br /> <br /> <br />MAYOR’S COMMENTS <br /> <br />Mayor Franklin announced that the Bezos Academy daycare center will open next week. <br /> <br />Mayor Franklin welcomed Police Chief Dan Templeman to introduce two new police officers. <br /> <br />OATH – POLICE OFFICERS <br /> <br />Moved by Council Member Tuohy, seconded by Council Member Schwab, to concur with the <br />appointments of Caleb Flom and Luis “Daniel” Miller as new police officers. <br /> <br /> <br />Roll was called with all council members voting yes. <br /> <br /> Motion carried <br /> <br />The City Clerk administered the oath of office and Mayor Franklin and Council members <br />congratulated Officers Flom and Miller. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />There were two (2) members of the public who wished to speak: <br />
