RESOLUTION Page 2 of 3 <br />South Everett (WHEB Triangle) Business and Economic Development a two-year <br />effort to create a 10-year strategy to support wealth creation, preservation of <br />established local businesses, and on-going access to small business owners, <br />property owners, and developers affected by anticipated redevelopment from <br />the EVLE light rail. The strategy will include a special focus on BIPOC and other <br />minoritized communities. <br />$200,000 <br />Everett City Council Recovery Grants- City of Everett Council members each <br />have an allocation of $100,000 of ARPA funds to appropriate to a project or <br />initiative that addresses recovery efforts that are necessary due to impacts of <br />Covid-19. <br />$700,000 <br />Staff Support for ARPA Fund Management- Temporary position to assist with, <br />contract management, compliance and administration of ARPA funds and <br />projects as needed. <br />$250,000 <br />$1,200,000 <br />D.The purpose of this resolution is to authorize the City to implement these projects and initiatives. <br />NOW, THEREFORE, BE IT RESOLVED THAT: <br />1.Allocation. The City Council determines to use an amount not to exceed $1,200,000 of the <br />City’s funds from the Coronavirus Local Fiscal Recovery Fund for the projects and initiatives <br />listed in Recital C above. <br />2.Authority to Proceed with Implementation. In accordance with the applicable laws and <br />regulations that govern Coronavirus Local Fiscal Recovery Fund, the Mayor is authorized to <br />proceed to implement the projects and initiatives listed in Recital C above. City staff is <br />directed to bring to City Council any items that City Council must approve to implement <br />these projects and initiatives, including, for example, any necessary budget amendment(s), <br />ordinances, or additional resolutions. In accordance with and to the extent required by the <br />City’s Procurement Policy, staff will also bring to City Council the contracts, requests for <br />proposals, calls for bids, and other procurement matters as may be necessary for <br />implementation of these projects and initiatives. <br />3.Quarterly Briefings.
