RESOLUTION Page 4 of 5 <br />5.To facilitate timely spending of federal funds in accordance with the City’s agreement <br />with HUD, the City Council approves the Citizens Advisory Committee recommended <br />contingency project list for additional fund distribution in priority order, if funds become <br />available during the 2023 program year. Accordingly, the following contingency projects <br />would receive an amount based on the original amount requested or total fund <br />reallocation of $150,000.00, whichever is lesser: <br />Contingency Project List <br />a.City of Everett public facility and/or public infrastructure improvement <br />project benefitting low-income census tracts. <br />6.For the purposes of the resolution, projects approved to receive funding under this <br />resolution are referred to as “Approved Projects.” Persons approved to receive funding <br />under this resolution for the Approved Projects are referred to as “Approved Providers.” <br />7.The City Council approves the Citizens Advisory Committee recommendation of <br />adjusting evenly all Approved Projects’ funding amounts based on the difference <br />between the estimate and final award for CDBG and HOME fund. If the final award <br />difference is greater than $150,000.00, the Committee will reconvene to provide an <br />updated funding recommendation. Further, if uncommitted funds less than $150,000 <br />remain during a program year, then allocation of such funds will be in accordance with <br />the 2023 Annual Action Plan and the Citizen Participation Plan. <br />8.The Mayor and the Mayor’s designee(s) are hereby authorized to make application to <br />the U.S. Department of Housing and Urban Development (and, as necessary to the State <br />of Washington, Snohomish County or any other governmental entity) for funding <br />assistance in accordance with this resolution and the requirements of each such <br />application. The Mayor and the Mayor’s designee(s) are authorized to sign and provide <br />the needed documents and to take all necessary actions necessary to complete all <br />application processes. <br />9.This resolution will become part of the formal application to the U.S. Department of <br />Housing and Urban Development and to the State of Washington. <br />10.All payments and income from the Housing Rehabilitation Program (Fund 197) revolving <br />loan fund will be used for CHIP housing rehabilitation and administrative purposes. This <br />is estimated at $200,000.00 for 2023.
