The programmed available funding for this project will be increased from $2,000,000 to $3,200,000. Bids for this project opened on March 14th, 2023, with two bid proposals received. McClure and Sons, Inc. of Mill Creek, WA submitted the lowest responsive bid in the amount of $2,275,712.49. The additional funding is in response to bid results and current inflationary pressures. Project summary statement: At the Water Pollution Control Facility (WPCF), the flow to the trickling filters is a combination of primary clarifier effluent and aerobic lagoon effluent from Aeration Cell 1. During the review of the WPCF for the 2020 Facilities Plan assessments, the TF/SC bypass structure and trickling filter Influent bar screens were found to be in poor condition and lacking isolation controls. Replacement and improvements are needed to ensure reliable WPCF operations and flow control. This new ordinance will provide sufficient additional funding for the construction phase of the project based on our recent bid results. Portions of the project include the rehabilitation of the secondary clarifier bypass structure and the installation of a permanent bypass pipeline and structure to bypass the existing Trickling Filter Influent screening structure. The construction work will require a temporary bypass pumping system and the use of extensive groundwater control measures.
