The des- <br />ignated person shall be the Certified Erosion and Sediment Control Lead (CESCL) who <br />is responsible for ensuring compliance with all local, state, and federal erosion and sed- <br />iment control and water quality requirements. <br />Conditions of Use <br />A CESCL shall be made available on projects one acre or larger that discharge storm - <br />water to surface waters of the state. Sites less than one acre may have a person without <br />CESCL certification conduct inspections; sampling is not required on sites that disturb <br />less than an acre. <br />. The CESCL shall: <br />. Have a current certificate proving attendance in an erosion and sediment con- <br />trol training course that meets the minimum ESC training and certification <br />requirements established by Ecology (see details below). <br />Ecology will maintain a list of ESC training and certification providers at: <br />http:llwww.ecy.wa.gov/pro-qramsMrq/stomvwater/cescl.html <br />OR <br />. Certification shall remain valid for three years. <br />. The CESCL shall have authority to act on behalf of the contractor or developer and <br />shall be available, or on -call, 24 hours per day throughout the period of con- <br />struction. <br />. The Construction SWPPP shall include the name, telephone number, fax number, <br />and address of the designated CESCL. <br />.
