• <br /> • <br /> ORDINANCE No. <br /> AN ORDINANCE relating to the Natiorn:l Defense and pro- <br /> viding for "Black-outs" during the existence of a state of war <br /> with any foreign power; defining offenses, prescribing penalties, <br /> and. declaring an emergency. <br /> NOW, 'IEEREFORE, TB CITY OFRETT DOES ORDAIN: <br /> Section 1: A "Black-out " is hereby defined as any <br /> period. of time designated by federal authorities during the <br /> existence of a state of war with any foreign powers, for <br /> extinguishing lights of all kinds. <br /> The following acts shall be unlawful during such a <br /> period.: <br /> (1) To congregate in groups of five ( 5) or more person: <br /> on any public sidewalk, street, alley or place. <br /> (2) To display, or allow to be displayed, any light <br /> visible from out of doors or from any vehicle except lights <br /> prescribed far emergency vehicles and lights deemed necessary <br /> by the military authorities and made kna,rn by the Commissioner <br /> of Safety. <br /> (3) To drive any emergency vehicle with the lights on <br /> unless shielded according to police regulations, or at a greater <br /> speed than 'twenty (20 ) miles per hour . <br /> (4) To drive any other vehicle or any emergency <br /> vehicle with lights off at a greater speed. than Fifteen (15) <br /> miles per hour . <br /> (5) To sell any intoxicating liquors. <br /> (6 ) For an unauthorized person to drive an err rgency <br /> vehicle . <br /> (7 ) For an authorized person t o dri ve an emergency <br /> vehicle except in an emergency. <br /> -0 ergency vehicles shall be those desi.gnated as such <br /> by the Commissioner of Safety, shall exhibit on the front windsh' eld <br /> an insignia to be de si gna ted and fur nishe d by him, and all light <br /> thereon shall be shielded in accordance with rules and regulatio <br /> prescribed by him. PROVIDED, t t on ere rgency vehicles which <br /> the Commissioner of Safety determines clearly by their appearanc: <br /> indicate that they are emergency vehicles no insignia shall be <br /> required as in this paragraph provided. <br /> then deemed necessary for the protection of the public <br /> peace, health and safety the Commissioner of Safety shall make <br /> rules and regulations concerning the "Black-outs" in addition <br /> to those prescribed in this ordinance, Ilhich shall�have the fore <br /> and effect of law until repealed by the City . <br />
