• <br /> • The applicant's engineer has been in contact with the Department of Ecology (Foroozan <br /> Labib) who has expressed interest in the concept as a potential solution to a common <br /> problem. Ecology did not render an opinion as to whether the proposal was acceptable or not, <br /> but suggested that it was up to the local agency. <br /> • The site consists of less than 0.5 acres in total, and lacks any inflow from offsite. This means <br /> that the allowable 2-year discharge rate is 0.009cfs. <br /> • The project discharges into a storm sewer system in 19th Avenue SE. The downstream <br /> drainage system is piped all the way to Silver Lake. A failure of the proposed control <br /> structure will not risk increasing erosion in a downstream channel. The lake will act as buffer <br /> for any runoff peaks, making any potential impacts to the stream system downstream of the <br /> lake negligible. <br /> • Approval of the proposed control structure will be predicated on the owner agreeing to <br /> provide increased inspection, maintenance, and reporting. The agreement will be required to <br /> be legally binding and transferable with the property. <br /> Approval of Adjustments <br /> Section 2.7 of Volume I of the 2014 Stormwater Management Manual for Western Washington <br /> provides an allowance whereby the drainage manual administrator may grant an adjustment to the <br /> standards provided that a written finding of fact is prepared and the following criteria are met: <br /> • The adjustment provides substantially equivalent environmental protection. <br /> • The objectives of safety, function, environmental protection and facility maintenance,based <br /> on sound engineering, are met. <br /> As described above,the proposed adjustments are substantially equivalent to the measures outlined <br /> in the Manual. The proposed design provides substantially equivalent environmental protection and <br /> meets the objectives for safety, function, and maintenance.
