March 29, 2023 4 AN ORDINANCE creating Department 030 in the general fund, entitled Emergency Management, to account for all transactions relating to the operations of the Emergency Management Department Moved by Council Member Zarlingo, seconded by Council Member Tuohy, that this is declared to be the third and final reading of Council Bill No. 2303-16, as amended. The Deputy City Clerk was directed to call the roll for the final deposition of the ordinance. AYES: Zarlingo, Rhyne, Tuohy, Fosse, Schwab, Vogeli, Stonecipher NAYES: None ABSENT: None Ordinance 3944-23 adopted. RESOLUTION – ARPA FUNDED PROJECTS AND INITIATIVES Moved by Council Member Tuohy, seconded by Council Member Schwab, to adopt Resolution No. 7878 authorizing next steps for ARPA – funded projects and initiatives. Discussion ensued with Julie Willie, Community Development, and Lori Cummings, Administration, answering council questions. Council Member Vogeli made a motion to amend the resolution, authorizing each council district to have $100,000 in ARPA funds to appropriate towards a project or initiative, rather than $75,000, seconded by Council Member Rhyne. Council Member Tuohy requested clarification on the language “council district”. Council Member Vogeli confirmed she meant to state “council member”. Moved by Council Member Vogeli, seconded by Council Member Rhyne, to amend the resolution, authorizing each council member to have $100,000 in ARPA funds, to appropriate towards a project or initiative, rather than the $75,000 previously allocated. Council Member Zarlingo requested to have some background of what the trade-off would be allocating the additional ARPA funds to council members. Council Member Tuohy requested additional information on the next series of projects under consideration.
