March 29, 2023 <br />6 <br /> <br />of the City’s water and sewer system; and refunding certain outstanding revenue bonds <br />of the City <br /> Presented by Susy Haugen, Finance <br /> <br />Discussion ensued with Susy Haugen answering council questions. <br /> <br /> <br />COUNCIL BILL 2303-18 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE relating to criminalizing the intentional obstruction of a City Public Works <br />Worker, engaging in the Employee’s Official Duties, amending Chapter 10.12 EMC. <br />Presented by Ryan Sass and Grant Moen, Public Works, and Hil Kaman, <br />Assistant City Attorney <br /> <br /> <br />Discussion ensued with Grant Moen, Hil Kaman, and Ryan Sass answering council questions. <br /> <br />Council Member Rhyne requested staff to return next week with information about how fire, <br />code enforcement, and any other city employee that must enter onto private property is <br />protected from obstruction under the City’s current code. <br /> <br /> <br />EXECUTIVE SESSION: <br /> <br />The City Council recessed for an executive session at 7:56 p.m., began the executive session at <br />7:58 p.m. President Stonecipher stated Council would extend the executive session for an <br />additional 10 minutes. <br /> <br />The executive session concluded at 8:30 p.m. There is a time difference to allow Council and <br />President Stonecipher to enter and exit the executive session. <br /> <br />City Attorney David Hall provided a brief overview of a settlement agreement with Enduris <br />Insurance, concerning damage to their insured, Snohomish Health District, regarding a <br />malfunctioned city irrigation system that caused water damage to the Snohomish Health <br />District’s building on Rucker Avenue. <br /> <br /> SETTLEMENT – ENDURIS INSURANCE: SNOHOMSIH HEALTH DISTRICT <br /> <br /> <br />
