AN ORDINANCE providing for the improvement of Lombard Avenue from 10th Street to 13th Street by grading to proper grade, installation of water mains, construction of concrete curb and gutters and concrete sidewalk on both sides of street, installation_ of necessary drainage, and doing all work necessary to make a complete improvement; creating an assessment district; creating a local improvement district ; creating a local improvement dis- trict fund therefor; providing that the payment of said improve- ment shall be made by special assessment on the property in said district under the mode of payment by bonds for materials used, the fixed estimate and all other expenses, except cost of labor furnished by federal funds under VPA plan of the Federal Govern- ment. IREA.S, by Resolution No. 4688 of the City of Everett the City Council has declared its intention to order the improve- ment as above outlined , and doing all work in connection there- with to make a complete improvement , in accordance with the plans and specifications prepared by the City Engineer of the City of Everett . NOW, THEREFORE, THE CITY OF EVERETT DOES ORDIIN: Section 1: That Lombard Avenue from 10th Street to 13th Street be improved by grading to proper grad, installation of water mains, construction of concrete curb and gutters and concrete sidewalk on both siaes of street, installation of necessary drainage , and doing all other work to make a complete improvement, all according to the plans and specifications prepared under the direction of the City .engineer, which plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of all material. required to make a complete improvement, the fixed estimate and all other expenses of every kind, except cost of labor contribute• by the Federal Government under `:PA , shall be borne by and assess-• against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for the cost and expense of such improvement except as provided in Chapter 141 Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Everett . Section 3: There is hereby established Local Improvement District to be called "Local Improvement District No. .%.5.3 ," which district shall include the following described property, located in Everett, Snohomish County, Washington, to-wit :
